Authorities in Hull have drawn up a list of criteria firms must fill if they want to be considered for a licence to operate a casino in the city.
Hull was one of eight new locations approved for a casino licence in 2006 and operators can apply to open a venue up from December.
The BBC reports city council officials have drawn up the criteria, saying interested parties will have to make commitments towards employing local people and meeting construction deadlines.
Quoted by the corporation, councillor John Robinson, portfolio holder for image and culture, said: "Cabinet members agreed the principles of the appraisal criteria that should be included when inviting applications from casino operators.
"We need to make sure that any proposed development would be appropriately located away from schools and youth centres."
For the project to move forward the licensing committee will have to agree a scoring criteria for applications.
December is thought to be the earliest the council will be inviting expressions of interest from casino companies.
